Ocean Stars Property Management Sdn. Bhd. is a property management services provider and is not an e-commerce business. We do not sell physical or digital goods. Payments collected through our platforms generally relate to property management charges, deposits, event ticketing, and related services as further described below.
1. Scope
This policy applies to payments made by owners, residents, tenants, developers, contractors, and other parties through our website, mobile application, or other official payment channels. It does not override any obligations or remedies provided under the Strata Management Act 2013 (Act 757), the relevant by-laws, or any agreement entered into with a developer, joint management body, or management corporation.
2. Service Charges, Maintenance Fees, and Sinking Fund
Payments made towards service charges, maintenance fees, sinking fund contributions, late payment interest, and similar charges are generally non-refundable, as these payments are applied to the operating and maintenance costs of the relevant development. In the event of a genuine duplicate payment, overpayment, or payment made in error, the affected amount may be credited to your account ledger or refunded at our discretion, subject to verification.
3. Deposits
Deposits collected for purposes such as renovation, move-in/move-out, access cards, or facility bookings will be refunded in accordance with the terms specified at the time of collection and the relevant house rules or by-laws. Refunds may be subject to deductions for damages, outstanding charges, or other amounts owed.
4. Event Tickets and Community Activities
Tickets and fees for community events, workshops, or activities organized through our platforms are generally non-refundable once purchased. Refunds may be considered only where an event is cancelled or rescheduled by the organizer, or as otherwise stated in the specific terms applicable to that event.
5. Duplicate and Erroneous Payments
If you have made a duplicate payment or an erroneous payment, please contact us as soon as reasonably possible with supporting documentation (such as a payment receipt or transaction reference). Once verified, the affected amount will either be refunded to the original payment method or credited to your account ledger, at our discretion and where permitted by the relevant management body.
6. How to Request a Refund
To request a refund, please submit a written request through our contact form with the following information:
- Your full name and contact details.
- Property or unit reference (where applicable).
- Payment date, amount, and transaction reference number.
- Reason for the refund request and supporting documents.
7. Processing Time
Approved refunds will normally be processed within fourteen (14) to thirty (30) business days from the date of approval, depending on the payment method, the relevant payment processor, and the approval workflow of the management body. The actual time for the funds to appear in your account may vary depending on your bank or card issuer.
8. Method of Refund
Where a refund is approved, it will generally be made to the original payment method used for the transaction. In cases where this is not possible, we may issue the refund through an alternative method such as bank transfer, or apply the amount as a credit to your account ledger.
9. Non-Refundable Items
The following are generally not eligible for refunds, except where required by law or expressly stated otherwise:
- Late payment interest, administrative charges, and penalty fees.
- Service charges and sinking fund contributions properly applied to your account.
- Fees paid for services already rendered.
- Third-party charges (such as payment gateway or bank fees).
